Explanation The CIA-SP is a private, member-run facility. While Indaiatuba does have a public-access runway in the Parque Ecológico (intended primarily for electric models), the CIA-SP is a dedicated aviation club environment governed by COBRA safety norms. Flying at the club site without membership or authorization is considered an intrusion.
