The airspace over the Porto do Rio de Janeiro (Rio de Janeiro, RJ) is classified as a Critical Infrastructure and Airport Buffer Conflict Zone. Recreational and hobbyist drone flights are strictly banned. Commercial, journalistic, or technical flights are heavily restricted and require mandatory.


The Porto do Rio de Janeiro, managed by PortosRio, spans a massive stretch of the Guanabara Bay coastline. It is a vital complex for international trade, handling container terminals, vehicles, steel products, and massive international cruise ships.

From an airspace perspective, flying a drone here introduces immense risks. Beyond the industrial safety protocols required by the international ISPS Code (International Ship and Port Facility Security Code) to prevent espionage or sabotage, the port shares a major geographic overlap with the strict obstacle restriction zones of Santos Dumont Airport (SDU) and the international transit routes of Galeão Airport (GIG). High-frequency industrial radio signals, cargo cranes, and moving ship radars create a high probability of electromagnetic interference, risking a total loss of drone control.

To legally operate a drone in this complex for technical or media purposes:

Formal Application: You must submit a formal request to the Port Authority's Communication and Security teams specifying the exact date, purpose, and coordinates.

Mandatory Documentation: You must supply the drone's ANATEL homologation, ANAC SISANT registration, a valid RETA insurance certificate (aviation liability), an operational risk assessment, and active pilot credentials.

DECEA Clearance: Once the Port Authority provides written consent, the flight must be scheduled and cleared through DECEA's SARPAS NG.

Operating an unapproved drone over the piers or shipping lanes will trigger an immediate response by the Port Guard (Guarda Portuária). The drone will be targeted by electronic countermeasures or seized, and the pilot will be detained and handed over to the Federal Police (Polícia Federal) for endangering national transport infrastructure and violating security boundaries.
