This is the German airport Flughafen Dresden (EDDC). Flying here swell as starting or landing is not permitted within 5km of the ends of the runway as well as 1km of the side of the runway. If you are further than that, then you still need permission, but you are allowed to fly up to 50m.

The first smaller zone is an absolute no fly zone, where you need special permission to fly, otherwise you can't fly, start or land there.
