Rubem Berta International Airport (SBUG), managed by CCR Aeroportos, is a strategically vital airfield located in Uruguaiana, Rio Grande do Sul, directly on the triple border between Brazil, Argentina, and Uruguay. It handles scheduled regional commercial flights, private corporate aircraft, and intensive agricultural aviation operations. Due to its highly sensitive border location, the airfield also frequently supports critical missions conducted by the Brazilian Air Force (FAB), Federal Police, and customs enforcement agencies.

Because aircraft navigate low-altitude visual and instrument approaches directly over the surrounding international transit corridors, highways, and urban fringes, uncoordinated drone activity creates an immediate risk of a catastrophic mid-air collision. Consequently, spontaneous or recreational drone flights within the airfield perimeter or its active traffic funnels are completely banned under federal law (Brazilian Penal Code, Art. 261).
