Torres Airport (SBTR) is a regional airfield located on the northern coast of Rio Grande do Sul. It serves as a key transit point for private corporate aircraft, government flights, and emergency medical evacuations. During the summer peak season, the airport experiences a notable increase in general aviation traffic, including panoramic tourist flights, skydiving operations, and private helicopters. The airfield is situated near major coastal highways and expanding urban-tourist sectors. Because arriving and departing aircraft operate under Visual Flight Rules (VFR) at low altitudes directly over the surrounding terrain and coastal approaches, uncoordinated drone activity creates an immediate risk to flight safety. Spontaneous or recreational drone flights within the airfield perimeter or its active traffic patterns are completely banned under federal law (Brazilian Penal Code, Art. 261).
