Drone Rules for Parque Regional de Manutenção da 3ª RM - Pq R Mnt/3
The airspace over and surrounding the Regional Maintenance Park of the 3rd Military Region (Pq R Mnt/3) (Santa Maria, RS) is classified as a strictly restricted Military Logistics and Maintenance Exclusion Zone.
The Regional Maintenance Park of the 3rd Military Region, located in the military hub of Santa Maria, is one of the most critical engineering and logistical support centers operated by the Brazilian Army. Often referred to as the "Capital of Armored Vehicles," this facility is responsible for large-scale maintenance, structural rebuilding, and supply warehousing for heavy combat fleets (including Leopard 1A5 main battle tanks) and armored personnel carriers (such as the Guarani and M113 models). The complex features expansive spare parts warehouses, tactical electronics labs, and heavy mechanical workshops.
Operating an unauthorized civilian drone near a primary strategic armored vehicle maintenance park introduces severe security vulnerabilities. The primary risks include tactical industrial espionage (such as illegal mapping of vehicle yards and operational mobilization capabilities), as well as potential radio frequency interference with internal military communications and telemetry arrays. Under DECEA instruction ICA 100-40, this entire perimeter is designated as a national security zone. Any uncoordinated unmanned aircraft detected inside this space will face immediate electronic mitigation (signal jamming), equipment confiscation, and the operator will face criminal prosecution in federal court.
