Drone Rules for Porto do Rio Grande
The airspace over the Port of Rio Grande (Complexo Portuário de Rio Grande) (Rio Grande, RS) is classified as a Critical Maritime Infrastructure and Flight Restriction Zone (FRZ). Recreational and hobbyist drone flights are strictly banned. Institutional, commercial, or technical operations are heavily restricted.
The Port of Rio Grande is the absolute logistics lungs of southern Brazil, acting as the primary ocean gateway for the state of Rio Grande do Sul. Positioned along a complex estuarine channel, it features massive grain terminals (handling the state's immense soy and wheat output), a dedicated container terminal (Tecon Rio Grande), substantial petroleum/liquid chemical storage facilities, and heavy-duty manufacturing dry docks.
Because it handles enormous quantities of bulk agricultural goods alongside highly hazardous flammable chemical products, security is strictly dictated by the international ISPS Code. Launching a recreational drone to record the vessels or panoramic coastal views is entirely illegal. The risk profile is compounded by severe, highly volatile Patagonian-influenced wind shears characteristic of the region, which significantly increase the likelihood of equipment failure. A runaway drone crashing into deep-water container cranes or specialized liquid docks presents unacceptable structural and explosion risks.
For legal professional or technical overflights (such as industrial ship inspections, topographic surveying, or accredited journalistic coverage):
Portos RS Authorization: Pilots must file a formal operational dossier with Portos RS security and management well ahead of time.
Legal Checklist: The pilot must submit the drone's ANATEL homologation, ANAC SISANT registry, an authorized risk assessment matrix, and a valid RETA aviation liability insurance policy.
Airspace Clearance: Upon receiving a formal "no-objection" permit from the port authority, the flight path must be requested and unlocked through DECEA's SARPAS NG system.
Unapproved drone operations within the port perimeter will instantly activate the Port Guard (Guarda Portuária). The drone will be subject to electronic neutralization or physical seizure, and the operator will be detained and referred to the Federal Police (Polícia Federal) for violating critical transportation safety laws.
