Governador Dix-Sept Rosado Airport (SBMS) is a major regional airport located in Mossoró, the second-largest city in the state of Rio Grande do Norte. Positioned in a highly strategic economic corridor driven by onshore oil production, salt extraction, and agribusiness, the airport handles daily scheduled commercial flights operated by regional airlines, as well as a steady volume of private corporate turboprops, air taxis, and government transport. The airfield is integrated close to the urban infrastructure and key highway access points of Mossoró. Because commercial aircraft and executive flights operate under Instrument Flight Rules (IFR) and Visual Flight Rules (VFR) at low altitudes directly over the city's peripheral and industrial sectors during takeoffs and final landing approaches, any uncoordinated drone activity creates an immediate risk of a catastrophic mid-air collision. Spontaneous or recreational drone flights within the airfield perimeter or its active traffic corridors are completely banned under federal law (Brazilian Penal Code, Art. 261).
