Drone Rules for Palácio Guanabara
The airspace over and surrounding the Palácio da Guanabara (Rio de Janeiro, RJ) is classified as a strictly restricted security zone. Civilian drone operations are entirely banned within this perimeter to protect the head of the state executive branch, secure government administrative infrastructure.
The Palácio da Guanabara, located in the Laranjeiras neighborhood, is the official institutional seat of the Government of the State of Rio de Janeiro. It houses the offices of the Governor and the core administrative secretariats of the state. Because it functions as the central nervous system for state-level public administration and strategic security coordination, both the palace grounds and its surrounding airspace are subject to strict protective oversight.
Operating an unauthorized civilian drone near the state government headquarters introduces critical security vulnerabilities, including risks to secure communications, uncoordinated surveillance of government officials, and potential interference with official transport. Furthermore, the palace is located within a highly complex urban valley, bordered by hilly terrain and low-altitude helicopter transit routes connecting various parts of the city. Flying a drone in this area without explicit, high-level coordination and approval from DECEA and state security organs violates instruction ICA 100-40, resulting in immediate signal disruption, equipment confiscation, and federal legal penalties.
