The airspace over and surrounding the Palácio do Catete (Museum of the Republic) (Rio de Janeiro, RJ) is classified as a highly restricted Federal Heritage, Public Safety, and Critical Airport Approach Buffer Zone. Civilian drone flights are completely banned over the palace, its historical public gardens.


The Palácio do Catete, located in the Catete neighborhood of Rio de Janeiro, served as the executive seat of the Presidency of Brazil from 1897 until the inauguration of Brasília in 1960. Today, managed by the Brazilian Museum Institute (Ibram), the neoclassical palace operates as the Museum of the Republic and includes a heavily frequented historical garden stretching toward Flamengo Park.

Launching an unauthorized civilian drone inside this perimeter is strictly illegal due to two major defensive and structural constraints:

Severe Commercial Aviation Hazard: Geographically, the palace and its gardens sit directly under the critical, low-altitude final approach glide paths for runway 20L/20R at Santos Dumont Airport (SDU). Commercial aircraft and corporate jets pass nearby at minimum altitudes. An unauthorized drone flight in this sector creates an immediate risk of a catastrophic aviation strike.

Public Safety & Heritage Protection: The Catete gardens are a highly active urban park, constantly filled with families, children, and tourists. Operating a drone over these crowds poses severe kinetic risks if a mechanical or battery failure occurs. Furthermore, federal preservation codes strictly prohibit close-quarters aerial mapping or photography over this historic property without highly specialized, formal institutional authorization.

The area is continuously monitored by museum security teams and urban law enforcement. Any drone attempting to operate over the palace or its gardens without explicit pre-approval logged through DECEA's SARPAS NG will be actively suppressed. The equipment will be confiscated, and the pilot will be detained on the spot by the Military Police and handed over to federal authorities for endangering national airspace safety.
