Drone Rules for Centro de Avaliações do Exército
The airspace over and surrounding the Centro de Avaliações do Exército (CAEx) (Restinga da Marambaia, RJ) is classified as a strictly Prohibited Military Testing and National Defense Zone. Civilian drone flights are completely banned within this perimeter to protect classified ballistic research, weapons testing.
The Centro de Avaliações do Exército (Army Evaluation Center), located on the restricted peninsula of Restinga da Marambaia, is the primary technological testing ground for the Brazilian Army. This sprawling, highly secured military complex is dedicated to evaluating prototypes of heavy weaponry, armored vehicles, missile systems, explosives, and radar equipment before they are approved for national defense forces. It contains active firing ranges, telemetry towers, and high-security ammunition storehouses.
Operating an unauthorized civilian drone near an active weapons testing facility introduces extreme physical and national security risks. The primary hazards include direct interference with live-fire ballistic tests, potential exposure of confidential defense technology, and the severe danger of a drone being struck by experimental ordnance. Furthermore, the base uses active electronic warfare systems and radar tracking that can instantly disrupt civilian control frequencies. Under DECEA instruction ICA 100-40, unauthorized aerial operations in this sector are entirely illegal, and any aircraft entering the zone will be immediately neutralized by military counter-measures, with the operator facing severe federal prosecution under national security laws.
