The Arsenal de Marinha do Rio de Janeiro, located on the highly fortified Ilha das Cobras in Guanabara Bay, is the principal military shipyard and naval industrial complex of the Brazilian Navy. Operating since the 18th century, this high-security complex is responsible for building, repairing, and modernizing the nation's major surface combatants, frigates, and tactical naval vessels. The facility features massive dry docks, secret electronics laboratories, and specialized naval warehouse infrastructure.
Deploying an unauthorized civilian drone near the navy's primary shipyard introduces extreme national security risks, including industrial espionage, illegal tracking of fleet maintenance schedules, and unauthorized mapping of sensitive military infrastructure. Additionally, the island sits directly under busy low-altitude commercial and military helicopter corridors traversing downtown Rio de Janeiro and Guanabara Bay.
