The airspace over and surrounding the Base Naval de Mocanguê (Niterói, RJ) is classified as a strictly Prohibited Military Naval Zone. Civilian drone operations are completely banned within this perimeter to protect strategic naval assets, secure military vessels, and maintain national defense integrity.


The Base Naval de Mocanguê, located on Mocanguê Island inside Guanabara Bay, is one of the main operational bases for the Brazilian Navy. It serves as the home port and repair yard for major surface warships, submarines, and tactical naval fleets. Because it houses active combat vessels and sensitive maritime defense infrastructure, the entire island and its surrounding waters are designated as a highly restricted security sector.

Operating a civilian drone near a primary naval base introduces critical intelligence and safety concerns, including unauthorized photography of fleet movements, hull designs, or secure storage warehouses. Additionally, the base sits directly under active low-altitude military flight paths and near commercial maritime shipping lanes. Under DECEA instruction ICA 100-40, unauthorized drone flights in this area are strictly illegal.
