The airspace over and surrounding the Complexo Naval de Itaguaí (Itaguaí, RJ) is classified as a strictly Prohibited Strategic Defense and Industrial Exclusion Zone. Civilian drone flights are completely banned within this perimeter to protect national submarine construction assets and safeguard.


The Complexo Naval de Itaguaí is a highly specialized, state-of-the-art military shipyard and industrial complex operated by the Brazilian Navy. This massive infrastructure hub is dedicated specifically to the design, manufacturing, and maintenance of the nation's submarine fleet, including conventional diesel-electric models and the development phases of strategic defense vessels. The facility features massive assembly halls, specialized heavy-component warehouses, and secure dry docks.

Operating an unauthorized civilian drone near a primary military manufacturing shipyard creates extreme security risks. These include potential industrial espionage, illegal mapping of sensitive defense layouts, and risks of physical interference with heavy tactical infrastructure or low-altitude naval helicopter transits. The entire perimeter is heavily fortified with automated counter-UAS tracking, radar detection systems, and signal-jamming arrays. Under DECEA instruction ICA 100-40, unauthorized civilian flights in this sector are entirely illegal, and any aircraft entering the airspace will be intercepted, with operators facing severe federal criminal charges for violating national security zones.
