The Port of Pecém is a world-class deep-water port terminal and a vital driving force for the economy of Northeast Brazil. The complex features a massive offshore terminal connected to the mainland by an extensive multi-mile bridge, a large-scale steel plant (Companhia Siderúrgica do Pecém), gas-fired power plants, and an active Export Processing Zone (ZPE Ceará).

Because the port handles volatile bulk commodities, heavy industrial manufacturing, and critical energy generation infrastructure, its security framework is aligned with the strict international maritime code (ISPS Code). Flying a recreational drone anywhere near the terminals, the shipping bridge, or the access routes is strictly illegal. The presence of immense gantry cranes, high-voltage transmission grids, and high-frequency marine radar arrays creates an environment with severe electromagnetic interference, which can disrupt a drone's internal compass or GPS and trigger a catastrophic flyaway or crash.

To legally operate an unmanned aircraft within the Pecém boundary for infrastructure inspection, environmental monitoring, or official corporate media:

    Corporate Onboarding: You must submit a formal technical request directly to CIPP S.A. Operational and Security management weeks before the intended flight.

    Compliance Dossier: The operator must provide full documentation, including ANAC SISANT registration, ANATEL equipment certification, a specialized operational risk matrix, and a valid RETA aviation liability insurance policy.

    Airspace Release: Once the port authority issues formal permission, the flight plan must be submitted to and approved by DECEA's SARPAS NG portal.

If an unauthorized drone is detected within the port's perimeter, the Port Guard (Guarda Portuária) will immediately employ electronic signal jamming or physical countermeasures. The equipment will be confiscated, and the operator will be detained and handed over to the Federal Police (Polícia Federal) to face criminal charges for compromising the security of a critical national transportation and trade hub.
