Designed by the Italian architect Antonio Landi in the 18th century, it stands as a monument of colonial architecture and currently operates as the State Historical Museum while remaining a key venue for official state ceremonies, diplomatic receptions, and government institutional acts.

Operating an unauthorized civilian drone near this landmark triggers an immediate security and safety response due to critical risk factors:

Tactical Institutional Protection: Although the primary operational offices of the Governor have shifted to the Palácio do Governo (Despachos), the complex is continuously monitored by state security forces. A strict zero-tolerance drone policy is maintained over the plaza during state events to prevent unauthorized aerial surveillance, intelligence gathering, or airborne tactical risks targeting state authorities and visiting dignitaries.

Any civilian drone attempting to fly over the palace walls or the surrounding public square without a formal, highly specialized tactical clearance from DECEA (via SARPAS NG) and the state administration will be neutralized.
