The airspace over and surrounding the Palácio Anchieta (Vila Velha/Vitória, ES) is classified as a strictly restricted State Security and Historical Government Protection Zone. Civilian drone flights are completely banned over the palace complex and its immediate perimeter to safeguard the State Governor.
The Palácio Anchieta, located at the entrance of the Vitória Bay channel directly across from Vila Velha, is the official seat of the Executive branch of the State Government of Espírito Santo. Originally built as a Jesuit college and church in the 16th century, it stands as one of the oldest government headquarters in Brazil and houses the Governor's official workspace and state administrative bureaus.
Operating an unauthorized civilian drone near this historical executive compound is strictly illegal due to two major risk factors:
Severe Aviation Conflicts: The palace is located in a highly congested low-altitude air corridor. It sits entirely within the strict terminal approach and departure cones for Vitória International Airport (VIX) and lies directly adjacent to frequent tactical helicopter routes used by state security and emergency medical teams. Uncoordinated drone flights pose an immediate mid-air collision hazard.
Tactical Institutional Protection: To prevent unauthorized aerial surveillance, privacy invasion, or airborne tactical risks targeting state authorities, the Casa Militar do Espírito Santo maintains a strict zero-tolerance defense bubble over the entire property.
The perimeter is actively monitored 24/7 by specialized security forces. Any civilian drone attempting to fly over the palace walls or the adjacent squares will face immediate electronic signal disruption or tactical neutralization. The equipment will be permanently confiscated, and the operator will be detained on the spot and handed over to federal authorities for prosecution under DECEA instruction ICA 100-40 and national security codes.
