⚠️ IMPORTANT NOTICE: Drone Operations Prohibited in Anavilhanas National Park

Drone flights are strictly prohibited within the boundaries of the Anavilhanas National Park. Operating unmanned aerial vehicles (UAVs/drones) in this fragile Amazonian river ecosystem is illegal due to federal environmental laws, critical aquatic wildlife protection acts, and biodiversity conservation regulations.

🗺️ Geographic Map Boundaries (Where it is prohibited)

The flight ban covers the entire official polygon of 350,469 hectares (3,504 km²) of the National Park, which comprises more than 400 islands along the Rio Negro, mainly within the municipalities of Novo Airão and Manaus.

  • North Boundary: Extends along the main bed of the Rio Negro, bordering rural communities and primary Amazon rainforest.
  • South Boundary: Limits with the municipal borders of Novo Airão, focusing heavily on the riverbank ports.
  • East/West Limits: Encompasses the entire labyrinth of water channels (paranás and furos) and flooded forests (igapós).
  • Critical No-Fly Zones: Absolute enforcement around the Novo Airão Fluvial Waterfront, Base Avançada do ICMBio, and all core island groups where aquatic mammals gather.
  • ICMBio Normative Instruction No. 61/2020: This federal ordinance dictates that any recreational operation of unmanned aircraft inside National Parks is completely forbidden without a previously issued environmental permit.
  • Federal Law No. 9,605/1998 (Environmental Crimes Law - Art. 29 & 40): Protects endangered Amazonian fauna. The high-pitched noise and shadows of drones cause extreme stress, panic, and defensive diving behavior in highly sensitive species, such as the Amazon River Dolphin / Boto-cor-de-rosa (Inia geoffrensis) and the Amazonian Manatee (Trichechus inunguis).
  • DECEA ICA 100-40 & ANAC RBAC-94: The park features vast areas of dense jungle and open water where GPS signal multipath errors and magnetic interference are common. Drone crashes result in toxic lithium-polymer batteries being permanently lost in the water, causing long-term chemical contamination to the aquatic ecosystem.

⚖️ Penalties for Violations

Anyone caught operating drones inside the park boundaries without authorization will face strict immediate legal action:

  1. Immediate Equipment Seizure: Confiscation of the drone, remote controller, and all storage media by ICMBio Federal Rangers or Environmental Authorities.
  2. Administrative Financial Sanctions: Fines starting at R$ 5,000.00 per infraction under Federal Decree 6,514/08.
  3. Criminal Penalties: Registration of a federal environmental crime report for damaging a federal conservation unit and endangering protected Amazonian species.

🎥 Official Media & Research Licensing

Recreational flying is 100% banned. For institutional, scientific, or licensed commercial cinematography:

  • Permits must be requested at least 45 business days in advance through the ICMBio SISBIO System.
  • Pilots must obtain specific airspace clearance via the DECEA SARPAS system, matching the precise coordinates of the intended river sector.
